PvE: +STR -DEX all the way. And you can -CON too if you have the guts to use bison at lower HP
PvP: +STR, +CON, -DEX

If you are DE Dagger lineage 2 :
PvE: +STR and DEX ofc
PvP: +DEX +CON -STR
